What a shady deal. So shady, we don’t need sun shades. Many pro-Mahathir-Najib supporters who ran all over town in hysteria over Abdullah Ahmad Badawi’s Turkish toy, seem awfully and painfully silent over Najib’s Euro toy. Hmmm…

In MALAYSIA TODAY’s latest posting entitled -Eurocopter-, a letter purportedly from Datuk Zahar Hashim, the chairman of Mentari Services Sdn Bhd, the local representatives for a Russian helicopter company, alleges irregularities in the recent award to Eurocopter for the supply of 12 new aircraft to replace the ageing Nuri fleet of the Royal Malaysian Air Force.

The letter claims the award was given to Eurocopter even though it was the most expensive of all the companies which submitted tenders.

Eurocopter”s bid, it is claimed, is said to be more than RM1.4 billion over that of the lowest bidder.

The letter also claims no proper evaluation was conducted by the Defence Ministry.

A Letter of Intent (LOI) was signed by a mid-ranking officer in the ministry just two days before Najib switched portfolios and moved from the Defence Ministry to the Finance Ministry last month.

It was announced last month that Eurocopter had been awarded the contract to replace the RMAF fleet with 12 new Cougar EC 725 at a cost of RM2.317 billion.

The writer of the letter posted on Malaysia Today claimed his company represents Kelowna Flightcraft Limited of Canada, which offered the RMAF the Kazan MI-172 KF at a cost of RM898 million for 12 aircraft.

The letter alleged only documentary evaluation was made before the LOI was awarded to Eurocopter.

Neither Zahar nor Mentari Services could be reached for comment.

Najib has not spoken to the press since allegations against him started surfacing on the Malaysia Today website.

    It’s a good thing that insiders are now voicing out the info wrt such hanky panky defense purchases. The sort of transparency that has always been absent without the advent of the Net when the MSM has made everyone stupid for so long.

    What makes the Eurocopter so much more “superior” a choice and terms so favorable as compared with the Kazan one? Both seems to provide similar specs.

    BTW, it has been said that the earlier MIG29 purchase has hit problem for some time now but little info is forthcoming wrt to them. That’s still like a semi-mystery today. Why went wrong? Isn’t the MIG29 the Russian twin engine equivalent of the F16 which Singapore and other East Europen countries are operating? Instead the next thing is to go for the Sukkhoi.

    Bought Czech Main battle tanks(without transporters). Note how tanks became easy meat to air attack in that short Georgian Russian conflict. And Singapore has the superb tank killing Apache attack helicopter with Hellfire missiles.

    Susan, my concern is that since Mahathir became PM until today, the separation of powers needed for a true democracy in Malaysia has been compromised. Our executive, legislature, judiciary and media are supposed to be independent but thanks to Mahathir, all kena meliwat and now UMNO has one ring to rule them all. Today, there are very few checks and balances, hence all the corruption and scandals.

    I think the bigger threat the Rakyat needs to be aware of is the real possibility of Mahathir coming back and ruling by proxy via Najib. Then all bloggers will be in Kamunting, no joke. Pls warn the Rakyat.

    Longer term, the Rakyat will only benefit if there is a return of independence to our executive, legislature, judiciary and media. The best scenario is to have a two party system based on issues, not race, that has equal power in parliament. Only then will there be checks and balances, and good governance.

    If Pakatan Rakyat comes to power and there are no checks and balances in place, we can expect another BN-like rule, because history shows that power corrupts and absolute power corrupts absolutely. Humans will be humans. Therefore, the Rakyat needs to become more proactive and always keep pressure on their MPs to be accountable, honest and proactive in protecting the rights of the people.

    The first step for the Rakyat is to FREE RPK & ALL THE ISA DETAINEES. JR

The problem here is that this letter of intent (LOI) was signed by a dept. director, and it cannot pass muster… The Treasury, although an arm of MinFin, is actually a different entity altogether, and anyone who signs the approval, even if ‘coerced’ by the higher-ups, run serious risks of re-compensation, if the deal goes sour.
    This is what this revelation is about – to prempt the signing of the final deal…
    There was also no on-site physical examination.
    If Mil is old stuff what about the Lynx or Sikorsky? Anyone?

Don’t think they are in the biz of, “Buy one free another” like local sales. Furthermore all rocket propelled guided munitions like the Sidewinders needs changes of propellant after a period of time unused in storage. Ditto Russian types, naturally. Ditto with the past patrol crafts’ French Exocet missiles expectedly. It’s not like you buy any guide missile and then keep in storage without service and maintenance.

    In a democratic country, a government leader who is tainted with such scandals would not only lose his position but the whole government would also have to resign. In Malaysia, he gets to be PM.

    I can recall a case in New Zealand during a run-up to Commonwealth ministers’ meeting. The government bought some new cars to ferry VIPs. The minister in charge of transport decided to take one of the cars for a test drive. The press reported this and the gentleman has to resign in disgrace. Can anyone imagine this happening in Malaysia?

    We are really in deep deep shit. Looks like Malaysians have not woken from our sleep yet. A PM tainted with massive corruption, kidnapping and murder.

    c) Spares, Maintenance and Training. Spare parts are sometimes bundled into the purchase price, sometimes a separate contract. The spares package can be for a varying number of years. Maintenance for a certain period may be part of the package, it may not.

    The following text relates to the comments/allegations raised by Capt (Rtd) Zahar Hashim’s letter (published in full on Malaysiakini) on the recent issuing of an LOI to Eurocopter under the RMAF Tender. In the below, I also refer to certain comments on this matter raised by other ‘bloggers’.
    1. Whatever the relative merits of the respective aircraft offered under the recent RMAF Tender may be, on the evidence of Capt. (Rtd) Zahar Hashim’s allegations contained within his letter, EC 725 appears to have been ‘selected’ by a pre-determined ‘gimmick’ of a Tender process that has certainly lacked ‘transparency’. Surely the phrase ‘International Open Tender’ is a poor description for the government procurement exercise described by the Captain?
    2. No aircraft selection can be considered comprehensive without full flight trials and OEM visits. Given the potential cost of this purchase, the lack of such a process is almost beyond belief!
    3. Any unsuccessful Tenderer (and this is surely not limited to only Capt. (Rtd) Zahar Hashim’s company but also to Sikorsky and others) would be extremely displeased upon the realization that their lack of success was in large part due to the absence of either a proper evaluation or following of correct procedures, with the resultant ‘pre-selection’ of a competitor product. Submitting a Tender document for a requirement of this magnitude is a vastly time-consuming and expensive exercise, requiring Bid Bond funds (apparently RM1mln. in this case) and a whole host of related costs. If the Tender is ‘pre-selected’ and this can be ‘proven’ beyond reasonable doubt, then unsuccessful Tenderers may even have the right of legal recourse against the Government?
    4. EC 725 is the latest generation ‘Super Puma’, itself a development of the original ‘Puma’ helicopter first flown in April 1965. In this regard, both EC 725 and Mi-172 are helicopters types with their origins in the mid to late 1960s, albeit a very comprehensive development of their predecessor models. It is to be recognized that a proven helicopter product only comes with tested performance over time and under all conditions. EC 725 IS NOT, contrary to all the European marketing ‘hype’, a ‘new’ helicopter by any stretch of the imagination.
    5. An impartial observer would probably conclude that EC 725 struggles against Mi-172 in the following ways:
    5.1 Logistic Functionality:
    TUDM’s operational requirement was for a logistic (not CSAR) helicopter, so what is a better equipped ‘logistic’ helicopter, one with a cargo-ramp door (Mi-172) or one without (EC 725)? One that can seat 35 troops in a cabin of 22.50 cubic meters (Mi-172), or one that claims to seat 29 in a 16.05 cubic mtr cabin (EC 725)? It has been reported to this author that Eurocopter’s ‘lobby’ had the initial logistic need for a cargo-ramp door waived from RMAF’s list of ‘critical’ requirements for the aircraft and that the same lobby ensured that a ‘retractable undercarriage’ was designated ‘critical’ to deliberately disfavour certain other Tenderers. However, if you were an infantry soldier awaiting evacuation from a hostile area together with your entire platoon (approx. 30 soldiers in total), then your chances for survival would probably be far higher with a Mi-172 (rather than an EC 725), due to ease of rapid embarkation via the cargo-ramp door and a far superior cabin space. Likewise, operational taskings to drop supplies into a disaster area would be better performed from a Mi-172 for the same reasons. The fact is that Mi-172 has some significant advantages over the EC 725 as a predominantly ‘logistic’ helicopter with a proven track record attained from operations in every corner of the Globe.
    5.2 Technical Reliability & Maintenance Costs:
    It is no secret as to why the UN have mostly used the Mi-17 helicopter type in every disaster area around the World for the past 20 years or more. The reason is its ruggedness, reliability and ability to perform the logistic tasks required by the UN, often in very hostile and remote environments. Eurocopter aircraft, by comparison, are well known for being ‘high-maintenance’; this is part of the European manufacturing philosophy. Maintenance costs for EC 725 are higher than for Mi-172 because western maintenance regimes are far more labour and manhour intensive than Russian.
    5.3 Number of Countries Buying the Type: It is worth referring to the overall medium-lift helicopter types produced by the respective manufacturers. In this regard, Eurocopter have produced approx. 730 Puma, Super Pumas and Cougars etc. since 1965, while Kazan Helicopters have produced in excess of 15,000 Mi-8 & Mi-17 types. If numbers are the proof of design success and reliability of the product, then the Mi-8/17 family of medium-lift helicopters must be regarded as the most successful helicopters of their class ever built.
    5.4 Price: It is alleged that the EC 725 costs significantly more than Mi-172 but a proper evaluation would need to be carried out to understand the full implications of the respective manufacturers’ technical and financial packages. Is the lack of a proper evaluation an attempt to prevent the Taxpayer from finding out the true cost of the Eurocopter package before the Contract has been signed?
    5.5 Experience with Aircraft Type: It should be noted that RMAF pilots and engineers seconded to BOMBA have already gained 10 years experience with Mi-17-V5. However, RMAF has zero experience to date of working with a medium-lift helicopter produced by Eurocopter.
    6. Fair & Thorough Evaluation: It is surely the task of MOD to ensure that TUDM officers evaluate each and every Tender Bid in accordance with the chosen criteria, and that they are not influenced by any subjective opinions about what they, or others might ‘want’. Perhaps TUDM Officers would be the first to admit, if they were permitted to do so, that there is a significant basis of truth in Capt (Rtd) Zahar Hashim’s letter alleging that the Tender procedure fell well short of a proper evaluation?
    7. Others Bloggers Comments
    7.1 Availability of Long-Term Spares: Given the volumes of Mi-17 still under production (both Kazan Helicopters and Ulan Ude Aviation Plant have full order books for the next 4 years producing Mi-17 variants), and the number of aircraft still in operation Worldwide, the long term availability of Mi-17 spares is in no doubt. It must also be assumed that Eurocopter can provide the same level of product support guarantees even though the numbers of EC 725s being produced will never match that of Mi-17s. The comment that ‘Oboronprom’ officials (as referred to by the blogger ‘pakas’) stated that Mi-17 had reached its maximum growth potential is at odds with the firm commitment from OJSC “Russian Helicopters”, the ‘management’ company for all helicopter manufacturers within the OPK Oboronprom Group, to continue to develop, upgrade and promote sales of Mi-17aircraft. It should be noted that both Ka-92 and Mil-38 helicopter types are in a different class to the Mi-17 and are not direct rivals for the same customer base. Indeed, a new joint venture has already been established for production of Mi-17 in China, and orders for Mi-17 placed with the two Russian factories remain buoyant (e.g. Venezuala, Gazprom are just two customers who have both ordered over 35 Mi-17 helicopters each). All contracts signed for supply of both Russian Mi-17 and Western aircraft confirm a guarantee of spares support for the technical lifetime of the aircraft, so to cast doubt on the availability of Mi-17 spares support ex-Russia is without factual basis.
    7.2 A Canadian company has offered its upgraded Mi-172 variant of the tried and tested Mi-17 platform because it is understood that this company – Kelowna Flightcraft Ltd., has been the designer and integrator of the ‘western’ Dual Automated Flight Control System (DAFCS) in Kazan’s Mi-17 helicopters since 1998. Kelowna’s ‘westernised’ Mi-172 helicopter has been in service with Customers since 1999 and offers the Customer the best of western (sophisticated ‘GLASS’ cockpit etc.) with the best of Russian (durability, reliability and cost-effectiveness), without the grossly inflated costs of the European manufacturers. It has been learnt by this Author that two of Kelowna’s Mi-172 units are now in service in the United States where the aircraft are to be used for training of crews for Afghanistan and other countries. It should also be noted that the American Government has set up a Mi-17 training school in Florida and has gained significant experience with the aircraft type.

    The various comments and allegations contained within Capt (Rtd) Zahar Hashim’s letter appear well reasoned to this Author and the Government now has the perfect opportunity to convince the Public that the MOD’s selection of the EC 725 has been made in the best interests of the Taxpayer, the Armed Forces, and the Country? Irrespective of the outcome of the allegations contained within Capt (Rtd.) Zahar Hashim’s letter, an impartial observer can detect that he is a man who has his country’s interests at heart and who is clearly unafraid to speak out against what he believes is wrong. Let the truth be known to all!

If after that it is proven that the EC or any other helis got the best spec, I would hope that we buy that even if its mean buying Najib’s choice. I wouldn’t mind a highly scrutinized tender, we might have the chance to get rid of the leeches, er i mean agents.

    Em, isn’t the tender suppose to include another heli manufacturer, the Augusta. This is another well known heli and said to be much more superior than both the EC and Mis. Can anybody shed a light why we didn’t go with this option.

    This will mean each Mi-17 will cost USD 22 milion each. Now read this :

    “How much do Mi-17s cost? That’s hard to say because they cost whatever someone is willing pay for them. One company is offering on the Internet to sell new production Mi-17s for $5 million each, and India just a couple months ago bought 80 Mi-17 helicopters converted for military use for $662 million, which comes out to a unit price of a little over $8 million (and less, if the contract included sustainment costs and spares). According to the contract terms confirmed by the Pentagon, the Iraqis are paying a unit price of nearly $15 million, which would appear to be well above the norm.”

    ISLAMABAD, June 6: The government has purchased 13 new MI-17 helicopters from Russia, including 12 for the Army, for $50.7 million, informed sources told Dawn. They said Pakistan had done the deal with the Kazan Helicopter Plant through a UK-based firm and the last consignment of four choppers had reached Pakistan three days ago.

    The UK firm had won the contract in 2003 by submitting the second lowest bid of $3.9 million for a helicopter, the sources said. The lowest bid of $3.4 million for each helicopter, they said, was given by a local firm. But it had failed to submit the earnest money of $1 million at the time of bidding.

    The key question is not whether MI-172 should have been bought instead.
    After all is said and done, it may well be the Eurocopter EC 725 is the best fit for RMAF’s needs.

    What looks very questionable right now was the decision arrived at in an honest, professional, verifiable manner ?
    In a complex system purchase like the helicopeters, price is just one of the many factors to be considered. Many other issues are important.

    But anyone who has been involved in decision making for very large purchases would know that if you choose the most expensive choice, you better make sure all your justifications have been crossed and ticked…

    The ball is in Najib’s court to explain to the Malaysian people..

    Foreigners: I am sure there are foreigners, such as governments, big businesses and mafia who would possess or have purchase some dirt on the PM-to-be. Just imagine how they could cash this chip in and get what they want through blackmail?

    Can Malaysia afford to have this man as the next PM? In order to ride out of this predicament, Najib would have to be very cruel and autocratic. God help Malaysia from this monster!

    Thanks for all your pricing info re Mi-17s but your data, though well researched, is definitely misleading because it refers to different Mi-17 variants from the Mi-172 upgraded by Kelowna Flightcraft Ltd. (even though the basic structure and aggregates remain largely unaltered, the avionics configuration is vastly different), and the previous purchases you mention were prior to the significant readjustment of price within the Russian helicopter industry that accompanied its rationalisation by the central Government.
    I have done some checks with sources in Moscow who confirm that the approx. 2008/9 price for the standard variant (i.e. without the whole range of latest generation avionics installed and integrated in the aircraft by Kelowna) Mi-17 is approx. USD10mln./unit.
    However, the Reader should note that this price rise encountered for Russian helicopters has also been experienced for new and pre-owned ‘western’ helicopters, e.g. a 1978 produced Bell 212 with 14,000 flight hours that was USD1.3mln. in 2005 now fetches approx. USD2.8mln. or more!.

    This author agrees with many of the remarks made by other bloggers,. including ‘Pakas’, but you will ALL surely acknowledge that Malaysia cannot possibly get the best helicopter for the job unless a proper evaluation is carried out? You will ALL surely agree that a detailed and thorough evaluation demands flight tests of all worthy competitors before the Letter of Intent to purchase is issued?! The Tender very much appears, if Capt. (Rtd.) Zahar Hashim’s allegations are in any way true, to be a case of placing the cart before the horse!
    It is acknowledged that our country’s Armed Forces deserve the best products but the reality is that there is often some degree of ‘trade-off’ between what the User wants and what the country can reasonably afford, and this is more likely to be the case now during this economic recession.

    It should be recognised by the Reader that I am not saying that the Russian Mi-172 would be a better helicopter for the RMAF than either the EC 725, S-92, or EH101 etc. but I am saying that it is a proven, rugged aircraft with significant merits that competes admirably well against the EC 725 in a number of comparative categories, and that it was deserving, along with its fellow competitors (S-92, EH101 etc.), of a proper evaluation. The fact remains that without such a proper evaluation, the Government may indeed be forcing the taxpayer to purchase a helicopter type that does not best meet the country’s overall requirements, both from a technical and financial standpoint.
    You will agree that we can go on and on, back and forth, trying to determine which aircraft is better or worse etc. but this is all ‘subjective’ and entirely misses the central point of the Captain’s letter which questions the critical lack of transparency of the so-called ‘International Open Tender’. Technical issues aside, it is for the Reader to assess the evidence in the various media, and satisfy himself/herself as to whether this was either an ‘open’ Tender or the ‘rubber-stamping’ of a pre-arranged selection?
    Ask Sikorsky, or Augusta-Westland, or Boeing what they think about the Tender procedure and don’t just focus on Mi-172 v EC 725. Question why Sikorsky’s Vice-President saw it necessary to visit KL last week in an attempt to meet senior officials of the Government to voice his company’s disappointment at the way this LOI was suddenly issued?
    The Captain doubtless spoke for himself, his company and his country when he seriously questioned the procedure that led to the issuing of the LOI in favour of Eurocopter. It is now up to the Government to disprove his allegations and allay the concerns of us, the taxpayers, that their decision to select Eurocopter was arrived at only after the completion of a very thorough evaluation process. Let us wait and see whether they can convince us (NOT AN EASY TASK WHEN WE ALREADY KNOW THAT RMAF DID NOT EVEN FLY THE COMPETITOR AIRCRAFT TYPES!) ….

    It is time to set aside your technical preferences and focus on the real crux of this matter, the ‘transparency, or lack of it, of our Government’.

    hARI INI SAYA SUDAH MAKAN UBAT SUPAYA SAYA TIDAK JADI BODOH.Ubat yang saya makan cukup berkesan untuk saya bertindak menulis comment di sini.terima kasih atas sokongan begitu hebat terhadap MI – 17 dan saya rasa pihak Mentari akan cukup kagum ada penyokong hebat macam UBAT65.Sudah tiba masa kita makan ubat mencegah penyakit bodoh agar kita tidak senang percaya terhadap kenyataan yang dikeluarkan oleh seorang bodoh dan pandai menilai sesuatu dengan bijak.Tetapi saya percaya orang itu tidak akan akui dia seorang bodoh tetatpi orang bijak untuk menyokong MI-17.Cukup bahagia saya ada ilmu yang mendalam untuk membezakan siapa bodoh dan apa itu MI-17.
