Abdul Latiff made the remarks to coincide with the International Aids Memorial Day, which was celebrated openly Saturday for the first time in the Muslim-majority country in a bid to reduce stigma for victims. In the past, the event was held behind closed doors (IHT).

    i support DHM’s suggestion.

    It is the right of every woman to protect themselves. Whether they should carry it on a 24 hour basis is a separate matter. Leaving this risk to the interigty of their partner is like a having no insurance protection.

    In more extreme situation of a rape, and where the woman is a victim, begging the rapist to wear condom is the last line of defence. It will be tragic if the victim has to suffer AIDs post a traumatic experience.

    If anyone would have asked my opinion these days I am of the 1st hand account that some women especially sexually active and poachers (looking for sex) will be on birth-control-pills or injections-against-pregnancy.

    According to a buddy (male friend) of mine who is sexually active, he experienced that all women likes it raw (women whom he beds)and told him that those women are on pills and if he would have use a condom, they will “tear’ the condoms off.

    So how to protect from HIV unless one don’t play…..

    Sex is ethereal and anyone who says that they don’t like it is definitely lying. In my college days in oversea, those boys or girls if virgins at the age of 21, co-eds would be perceived as suffering from some sort of problems (mentally or physically).

    The advise given by the Minister was in fact in good faith if one can minus the sarcasms. The remarks itself is a warning for women against the male population when he said “Women are the first ones to get exploited by their (HIV-positive) partners. But this is just a suggestion, it’s up to them”.

    I’m really shocked beyond all reasonability to hear the Health Deputy Minister of a Nation advice its female-citizens to carry condoms to prevent any eventuality against HIV-infections. It is because of these idiots we have as leaders, that this once efficient nation has been brought to the status of a third-world country. Just imagine if every mother, wife and daughter carries condom in their hand bags! These fools never use their common sense before they open their gaps – i presume they simply don’t have one.     don’t look at this emotionally or politically, AIDS is a deadly virus and todate there is still no cure. Ask any doctor, they will tell you the same answers and general good practise of safe-sex.

    The best prevention against it is to have no sex at all. Given it is unlikely, it boils down to what protection is available.
    It is not just the duty of men to carry condoms, it is also a right woman should be conscious of. while condom is not 100% safe, at least is reduces the risk significantly.

    will condom brings promiscuity? Well, in our society today, condom or not, the proble is already there to certain extent. We should address the morality issue separately from that of health.

    Make no mistake, once you get AIDS, that’s it.

    Remember that not all HIV victims got this disease through sexual intercourse. Some got it through blood transfusion. It would not be fair for you to suggest this kind of idea, even though it will never happen in any society. Spares some though for those innocent victims.

    It was reported in US that some rapists in US did wear a condom after pleading from their victims. There is nothing wrong with this since you can’t see a way out. Some women also managed to get off free after telling the potential rapists that either she was HIV positive or was having her peak period too.

    Whilst I can’t say much about those rapists in Malaysia, weird things do happened in USA. In Thailand young men are encouraged to visit brothels to release their sexual desire.

    Kai, I’ve read the same about those cases in the US too but these are the exceptions.

    I’ve heard it being said before that doctors don’t particularly make good politicians. They can be especially tactless and even arrogant. Events seem to be attesting to this common saying.

    I’m also generally disgusted with the one sided nature focus of all such local safety campaigns. There was this abundant road safety poster that says “speed kills”. Yeah, sure, but high body road hogging vehicles(van upwards) also kill others by going at only 40-50kph on trunk roads – forcing overtaking. If you only drive on highways, you may be little aware of this.

    Well, we cant always see the Ministers give the stupidest ideas, well probably not the most realistic and easily implemented, but it IS a good suggestion. If women feel more protected by carrying a condom, the why not? ANy other suggestions to properly prevent women from AIDS? I beleive abstinenece is the way to go no matter what.

    HIV virus does not have morality. It invades whoever that it has an opportunity to come into contact with.

    All the good religious teachings are good ways to prevent AIDS. But they are not enough. We are talking about reality here. A good percentage of people fall to fresh and lust. Also note there are quite many housewives who are loyal to their husbands, only to be infected by AIDS via their less loyal husbands.

    I don’t disagree that it is better to start from education from a young age. But we are dealing with reality. Just look at Africa. In some villages, more than 50% are HIV positives because they don’t use condoms.

    Make no mistake again, once you got AIDS, you are done. This is not a subject to make fun of. Many people think they are immune, strong, clean or have clean partners, it would happen to them because they are careful etc etc.
    If you donlt practise safe-sex, do it at your own risk, men or women alike. You can make fun of whoever you want to at this moment, but when you got AIDS, it will be too late.

    For me, Abdul Latiff was merely conducting his duties as what he advised was just encouragements to use “tudung” to prevent AIDS.

    If he would have said or suggesting a proposal to introduce condom-vending-machines in Malaysia, I bet some Malaysians would have condemned his proposals for outrageously promoting (free) sex.

    To be honest I have sex with many men of many ethnicity, and most of them I did not know in advance before we initiate our sexual-intercourse. Trust me guys and gals, if you are free-for-all sex addicts, use condoms. Because some HIV positives are trying to share their inherited disease with

    If you are a sexually active single woman, then, carry a condom. It’s better safe than sorry. For mothers, housewives who are loyal to their husband, no need to carry around a condom. Unless they too have an extra-marital affair with another man.

    So, again, it’s a choice. It’s your life.

    I always encourage the curious. But your question is misplaced. If you read further, it is on indonesia situation where the writer in that blog talks of condom dispensers being available in indonesia but not in malaysia.
    Are you curious enough to wonder why is it so?
    And following the DHS suggestion can we look forward to condom dispensers being placed at all hospitals for starters?

    @gentlemen,
    you may be thankful your female partner got condoms when you sudden got too excited and don’t carry one yourselves. HIV cut both ways, it does not distriminate against sexes.

    The actual way to prevent HIV is:

    Rules No. 1
    Everyone in Malaysia should carry an HIV ID card to confirm the sexual partner is free from HIV before intercourse. The Health Ministry Department should give free examination to all Malaysian above age 16 every 6 months. A minimal card fee is to be paid at RM1. Those found guilt involve in non-safe sexual without carrying the ID card will be summon. This is applicable to foreigners and visitors.

    Rules No. 2
    Every prostitutes in Malaysia are to be register with the Health Ministry Department to compulsory under go examine and to carry HIV Detection Card and to be renew every 6 months. All prostitution lodge are to be registered with the relevant department.

    Rules No.3
    Pre-marriage course are to be taken compulsory before Registra of Marriage JPN and to confirm that the HIV Detection Cards are uptodate and still valid.

    Simple and easy to prevent the disease to spread further. It is just a matter of goverment courtersy and action to battle against the disease.

    More employment will be offered in the Ministry of Health Department to doctors and nurses to be given opportunity to be trained and also more staffs will be employed to cater the administration departments of the JPN.

    It is absolute a “Win’Win” situation. Why need to spend more money in buying “Condoms” and not using it? Or should it not being used and to be use on the head?? Or perhaps, the minister have shares $$$$ benefits o the condoms companies????

    I think probably he will advice his daughters, nieces, wife, daughter in laws, sisters, coursins to carry condoms in their purse, handbags or perhaps school bags when ever the go…….What a stupidity phathetic..

    No.1 All Malaysian and foreigners above age 16 are to be examine and carry HIV Detection card and to be renew every 6 months before having sexual relationship. The Health Ministry Department should provide free check up for this.

    No.2 all prostitution centers are to be registra for approval and the prostitutes are to be like Singapore-Geylang and their prostitutes are compulsory to under go for HIV detection test and should carry a valid card free from SID and HIV.

    No.3 pre-marriage course are compulsory for all Malaysian and to foreign spouses and to be double check for free from HIV and SID test before their registra of marriage is approval from JPN.

    It is so simple and absolute “Win-Win” situation to fight against the disease from spreading.

After my bag of blood is full and bulky the NURSE will take 3 “tabung uji” to gather my blood samples. So I did ask her “Kak! it darah untuk uji kan” then she replied “Ya! Untuk semua jenis penyakit la, kena check check ada apa-apa dalam”.. So how could the BLOOD TRANFUSION is still a method of spreading such deadly disease woh if such prudent “CHECKING” has been done??? Eee! Getting very creepy lo, I am starting to imagining things now.. WHAT WENT WRONG? Can someone tells me?     It can take a few weeks to a few months from initial infection period before HIV shows positive in a blood test. In the meantime the person’s blood would be infectious without a response from standard tests.

    On top of that , you have to realise medical record keeping in Bolehland is not exactly world class.

    My mother was once recommended for major kidney surgery based on ultrasound scan results at a Government hospital. Fortunately, we went for a second opinion at a Private hospital, and extensive scans showed no such problem. I think the GH result must have been switched with someone else’s, in which case another seriously ill person likely did not get a correct diagnosis and relevant treatment.

But then again, it’s not entirely surprising if he has be brought up and exposed to the inferior attitude about women according to his peculiar arab influenced ethos. Like any ‘true believer’, the tendency is to always pass the buck(blame) to one gender unlike another more egalitarian society.     The deputy minister made a brave statement, as he will suffer many attacks based on it. Abstinence has been shown repeatedly to not work. People (maybe not you) will have sex, and some will have sex in a weak moment or with the wrong person – it is a fact of life. Condoms are extremely cheap, and extremely effective, and it only makes sense to encourage people to have them around and use them.     I support the deputy minister as well-intentioned and courageous, and hope he doesn’t suffer too much for his bravery. If he reduces the number of AIDS victims at all he has done a greater thing than many ever will. Yes, I think it quite reasonable that all his female relatives (and males) will take his advice and keep at least one of these inexpensive AIDS-defeating devices at all times.

    The Y.B has said the right thing.The cheapest way to reduce HIV infection is using a condom.Though this a very sensitive issue,nevertheless it works.It must be a very brave thing to say in Malaysia.it apppears anything or commments on sex attracts multipronged attack and redicule.These are buy people who do not understand the seriousness of the HIV problem.

So far I’ve heard of four Chinese women (whom I personally know) getting divorce from their husbands immediately after they discovered that their men had been unfaithful to them. Though some of these men assured their wives that they did use condom each time they turned into Mr. Hyde, the women dared not take chances.     viruses mutate all the time, in fact there are many variants of HIV.

    same with SARS, Nipah Virus etc.

    The key issue here is safe-sex and it will be sad that if the argument becomes whether one should carry condoms 24 hour a day.

    Condom is not foolproof to all STDs, including HIV, especially if improperly used. However, it does prevent many unnecessary STDs.

    At the end of the day, condom or not, it is a personal choice. But for the sexually actives, they have a duty and responsibilty to the society to prevent the spread of HIV and all other STDs while they enjoy their lifestyles.

    Yes, I remember now. In a Chinese show I watched about a decade ago, the parents of the hero practised the recyling method you described. The little boy found the condom in a book, and thought it was a balloon.

    He promptly inflated it, bounced it around the room, then deflated it before putting it back.

    Viola!!! The next thing he knew, his middle-aged mum was pregnant and his parents was fined for having a second child.

    Everything is expensive here, maybe I should stock up when I’m back in Malaysia.

    Ahmad was quoted as saying by the Sunday Star newspaper.

    “But this is just a suggestion, it’s up to them.”

    Abdul Latiff made the remarks to coincide with the International Aids
    Memorial Day, which was celebrated openly Saturday for the first time
    in the Muslim-majority country in a bid to reduce stigma for victims.
    In the past, the event was held behind closed doors.

    Last year, 745 Malaysian women were identified as HIV-positive and 193
    women were diagnosed with AIDS, he said in the report.

    Officials have said nearly 81,000 Malaysians have been infected with
    HIV. Less than 10 percent of them are women, but the number is
    steadily rising.

    Abdul Latiff and other health ministry officials could not be reached
    Sunday for comment.

    Malaysian AIDS Council President Adeeba Kamarulzaman was quoted as
    saying besides sex workers many women who contract HIV are housewives,
    infected unknowingly by their husbands.

    “It’s not that people don’t know that condoms can protect them. But
    there are some men who do not care to take the precaution, even though
    they know they have HIV,” she said.

    Many years ago, I did some volunteer work in relation to providing some care to the terminally ill of AIDs patients. It was more like listening and talking to them so as to relieve to a certain extent the anguish of death and dying. After listening to their life-stories and watching the occasional outbursts of emotions, I came to believe that they were not really prepared for the tragedies that lied ahead of them when there were healthy. Some of them were thrown out of jobs, some thrown out of families-the moment their health condition were made known. Some of them just resigned from their jobs as they were too weak; some of them, the wife never visited them or only once and never seen again. Within their homes, they were not not allowed to share the same bowl of food, not allowed not to play with children of relatives as they used to. In a word, they became untouchable living in a physical and psychological apartheid world, an extremely lonely world. If you announce that you have cancer, many people will volunteer their help and advice. But not AIDs. There is a choice to safe and unsafe sexual and sensual pleasure(drugs). Once infected, the choice in life that people take for granted suddenly suddenly close to them. They have to struggle against the stigma and the ignorance of the social world. Is the few moments of pleasure worth the years of suffering? From the life and death stories that I heard of, it seems not so as the intrinsic worth of a person could well be unjustly denied.

The police will most probably treat you like prostitutes and they will put you in prison like what they have done to the women in the raids.     @ibrahim,
    sorry to hear you used 2 condoms instead of one. One should never do this. It actually makes it worst, for two layer condoms creat air bubbles in between, causes friction and therefore increases significantly the risk of leakage. You should go for check up asap, if you are as active as you really claimed, before you passes on STDs without your realising it.
