This author agrees with many of the remarks made by other bloggers,. including ‘Pakas’, but you will ALL surely acknowledge that Malaysia cannot possibly get the best helicopter for the job unless a proper evaluation is carried out? You will ALL surely agree that a detailed and thorough evaluation demands flight tests of all worthy competitors before the Letter of Intent to purchase is issued?! The Tender very much appears, if Capt. (Rtd.) Zahar Hashim’s allegations are in any way true, to be a case of placing the cart before the horse!
It is acknowledged that our country’s Armed Forces deserve the best products but the reality is that there is often some degree of ‘trade-off’ between what the User wants and what the country can reasonably afford, and this is more likely to be the case now during this economic recession.

It should be recognised by the Reader that I am not saying that the Russian Mi-172 would be a better helicopter for the RMAF than either the EC 725, S-92, or EH101 etc. but I am saying that it is a proven, rugged aircraft with significant merits that competes admirably well against the EC 725 in a number of comparative categories, and that it was deserving, along with its fellow competitors (S-92, EH101 etc.), of a proper evaluation. The fact remains that without such a proper evaluation, the Government may indeed be forcing the taxpayer to purchase a helicopter type that does not best meet the country’s overall requirements, both from a technical and financial standpoint.
You will agree that we can go on and on, back and forth, trying to determine which aircraft is better or worse etc. but this is all ’subjective’ and entirely misses the central point of the Captain’s letter which questions the critical lack of transparency of the so-called ‘International Open Tender’. Technical issues aside, it is for the Reader to assess the evidence in the various media, and satisfy himself/herself as to whether this was either an ‘open’ Tender or the ‘rubber-stamping’ of a pre-arranged selection?
Ask Sikorsky, or Augusta-Westland, or Boeing what they think about the Tender procedure and don’t just focus on Mi-172 v EC 725. Question why Sikorsky’s Vice-President saw it necessary to visit KL last week in an attempt to meet senior officials of the Government to voice his company’s disappointment at the way this LOI was suddenly issued?
The Captain doubtless spoke for himself, his company and his country when he seriously questioned the procedure that led to the issuing of the LOI in favour of Eurocopter. It is now up to the Government to disprove his allegations and allay the concerns of us, the taxpayers, that their decision to select Eurocopter was arrived at only after the completion of a very thorough evaluation process. Let us wait and see whether they can convince us (NOT AN EASY TASK WHEN WE ALREADY KNOW THAT RMAF DID NOT EVEN FLY THE COMPETITOR AIRCRAFT TYPES!) ….

It is time to set aside your technical preferences and focus on the real crux of this matter, the ‘transparency, or lack of it, of our Government’.

UMNO: the party of the corrupts, the racists, the parasites, the economic pirates and the trouble-makers for the past 51 years are delighted. Now the gate to rape this country will be wide-open and Najib cannot stop it because he will be blackmailed if he does.

Foreigners: I am sure there are foreigners, such as governments, big businesses and mafia who would possess or have purchase some dirt on the PM-to-be. Just imagine how they could cash this chip in and get what they want through blackmail?

Can Malaysia afford to have this man as the next PM? In order to ride out of this predicament, Najib would have to be very cruel and autocratic. God help Malaysia from this monster!

What looks very questionable right now was the decision arrived at in an honest, professional, verifiable manner ?
In a complex system purchase like the helicopeters, price is just one of the many factors to be considered. Many other issues are important.

But anyone who has been involved in decision making for very large purchases would know that if you choose the most expensive choice, you better make sure all your justifications have been crossed and ticked…

The ball is in Najib’s court to explain to the Malaysian people..

Kazan’s MI 172 is already used by the South Korean police, and it emerged last month that the Malaysian military is considering purchasing 10 of the versatile MI 17 helicopters, which cost about $5 million each.

ISLAMABAD, June 6: The government has purchased 13 new MI-17 helicopters from Russia, including 12 for the Army, for $50.7 million, informed sources told Dawn. They said Pakistan had done the deal with the Kazan Helicopter Plant through a UK-based firm and the last consignment of four choppers had reached Pakistan three days ago.

The UK firm had won the contract in 2003 by submitting the second lowest bid of $3.9 million for a helicopter, the sources said. The lowest bid of $3.4 million for each helicopter, they said, was given by a local firm. But it had failed to submit the earnest money of $1 million at the time of bidding.
