Thanks for all your pricing info re Mi-17s but your data, though well researched, is definitely misleading because it refers to different Mi-17 variants from the Mi-172 upgraded by Kelowna Flightcraft Ltd. (even though the basic structure and aggregates remain largely unaltered, the avionics configuration is vastly different), and the previous purchases you mention were prior to the significant readjustment of price within the Russian helicopter industry that accompanied its rationalisation by the central Government. 
I have done some checks with sources in Moscow who confirm that the approx. 2008/9 price for the standard variant (i.e. without the whole range of latest generation avionics installed and integrated in the aircraft by Kelowna) Mi-17 is approx. USD10mln./unit. 
However, the Reader should note that this price rise encountered  for Russian helicopters has also been experienced for new and pre-owned &#039;western&#039; helicopters, e.g. a 1978 produced Bell 212 with 14,000 flight hours that was USD1.3mln. in 2005 now fetches approx. USD2.8mln. or more!. 

This author agrees with many of the remarks made by other bloggers,. including &#039;Pakas&#039;, but you will ALL surely acknowledge that Malaysia cannot possibly get the best helicopter for the job unless a proper evaluation is carried out? You will ALL surely agree that a detailed and thorough evaluation demands flight tests of all worthy competitors before the Letter of Intent to purchase is issued?! The Tender very much appears, if Capt. (Rtd.) Zahar Hashim&#039;s allegations are in any way true, to be a case of placing the cart before the horse!  
It is acknowledged that our country&#039;s Armed Forces deserve the best products but the reality is that there is often some degree of &#039;trade-off&#039; between what the User wants and what the country can reasonably afford, and this is more likely to be the case now during this economic recession. 

It should be recognised by the Reader that I am not saying that the Russian Mi-172 would be a better helicopter for the RMAF than either the EC 725, S-92, or EH101 etc. but I am saying that it is a proven, rugged aircraft with significant merits that competes admirably well against the EC 725 in a number of comparative categories, and that it was deserving, along with its fellow competitors (S-92, EH101 etc.), of a proper evaluation. The fact remains that without such a proper evaluation, the Government may indeed be forcing the taxpayer to purchase a helicopter type that does not best meet the country&#039;s overall requirements, both from a technical and financial standpoint.
You will agree that we can go on and on, back and forth, trying to determine which aircraft is better or worse etc. but this is all &#039;subjective&#039; and entirely  misses the central point of the Captain&#039;s letter which questions the critical lack of transparency of the so-called &#039;International Open Tender&#039;. Technical issues aside, it is for the Reader to assess the evidence in the various media, and satisfy himself/herself as to whether this was either an &#039;open&#039; Tender or  the &#039;rubber-stamping&#039; of a pre-arranged selection?
Ask Sikorsky, or Augusta-Westland, or Boeing what they think about the Tender procedure and don&#039;t just focus on Mi-172 v EC 725. Question why Sikorsky&#039;s Vice-President saw it necessary to visit KL last week in an attempt to meet senior officials of the Government to voice his company&#039;s  disappointment at the way this LOI was suddenly issued? 
The Captain doubtless spoke for himself, his company and his country when he seriously questioned the procedure that led to the issuing of the LOI in favour of Eurocopter. It is now up to the Government to disprove his allegations and allay the concerns of us, the taxpayers, that their decision to select Eurocopter was arrived at only after the completion of a very thorough evaluation process. Let us wait and see whether they can convince us (NOT AN EASY TASK WHEN WE ALREADY KNOW THAT RMAF DID NOT EVEN FLY THE COMPETITOR AIRCRAFT TYPES!) ....  

It is time to set aside your technical preferences and focus on the real crux of this matter, the &#039;transparency, or lack of it, of our Government&#039;.</description>

With USD 662 million  the Indian got 80 Mi-17s. Thats 50 helis difference. Repeat, god f***ing 50 helis!! Haha, talk about a true blue patriot.
