Got this new version of the medical report in the mail. Someone was kind enough to decipher the bad doctor’s writing, now found in SUARA KEADILAN’s online version. But sorry all the same as it is not clear enough to read.
PKR secretary-general Salehuddin Hashim said the leaked medical report confirms the party’s stand that the allegations against Anwar are “without merit and politically motivated”. He added that it further erodes public onfidence in the police investigations into this case. (received via email, too).
Earlier, I blogged that King blogger and editor of the famous Malaysia-Today Raja Petra Kamaruddin in his latest post: Doctor on the run: police want him to fabricate evidence against Anwar , says that Saiful Bukhairy was never sodomised by Anwar Ibrahim.
RPK has even produced the medical sheet by one Dr. Mohamed Osman Abdul Hamid from Hospital Pusrawi. [Though on second thoughts, how authentic is this report?]
The Doc has fled into hiding ala P Balasubramaniam, with family and all. Because he had been asked to doctor his report but refused to do it, so claimed RPK. [Does this Doc really exist?]

At 2.00pm on 28 June 2008, Mohd Saiful Bukhari Bin Azlan went to see Dr Mohamed Osman to complain about a pain he is suffering in his anus. Saiful told the doctor that he had been assaulted by ‘a very important person’ — meaning, of course, sodomised by Anwar Ibrahim.
Dr Mohamed Osman examined Saiful but found no evidence that he had been sodomised, either by Anwar Ibrahim or anyone else for that matter. In reply to your post, yes there is doctor/patient confidential issue here but there is also such a thing as ethics. If a doctor see someone is trying to frame an innocent person by making a false claim, is the doctor duty bound by his ethics and disclose the truth to the public or does he choose to remain silent under professional priviledge.
I think the good doctor has done the right thing here. The intergrity of the Nation is also at stake.

On the medical report, it is stated that Dr Mohamed Osman is a “Pegawi Perubatan ” or medical officer (ie. a GP).
One’ll seldom find GPs on a list meant for consultants.

1. Yes, there is such a thing as patient-doctor confidentiality; and RPK’s revelation is to preempt any further rubbish vomited out by the msm. There is still no formal charge agst. DSAI yet. RPK, being a brave and righteous soul is actually willing to commit (minor) subjudice… a small price to pay for truth.
2. The term “to rule out” in medical opinion means “there is a possiblity” i.e. a differential diagnosis. Not as RPK says: “it rules out”. What Dr. Osman is saying is that despite the lack of physical evidence during the exam, the possibility of sodomy cannot be disproved totally!
3. Last important point, is that the good Dr. did not mention about is “laxity” or looseness of the “anal sphincter” or describe its “tone”. If this sayfool is a regular ‘liwateed’, then there will be laxity. But i think the ‘tone’ was normal from the ‘tone’ of the report.

Looking thru the two medical report , it is correct to say that Saiful did NOT have the services of a specialist to examine him . Since this is a private hospital he should have gone to seek the appropriate pakar . He did not but instead he went to the Emergency section of the hospital which involves Accidents and Emergencies ( see medical report heading ) That was why he was attended to by a MO (medical officer) or pegawai perubatan . These pegawai are not specialists in their field and are generally referred to as GP or general practitioners , or only good in all fields . That was why if you read the second page he has written at the bottom ; diagnosis : adult (sodomise) : rawatan : advise to go to the govt hospital. ( plan to do police report)
So this tells you he is in no position to make a comprehensive report but a mere observation report .

I would like to write the following statements in the name of GOD whom I believe.
I am a goverment doctor in the rank of consultant working in hospital Kuala Lumpur. I know personally the doctors who examined Saiful on that day -28 June 2008.
The so called medical report mentioned in the NST is a fabrication or imagination by the UMNO paper. There is no such medical report submitted to the polis yet.
When examine Saiful, the specialist could not find any signs of Saiful being sodomised. Saiful was very cheerful, unlike real sodomised patient who will usaually very sad and disturbed.
Saiful was subsequently admitted to the ward and observed for a day.
He was completely well in the ward and not emotionally disturbed.
Please let RPK know of this.

There are many Burmese doctors here who practise illegally . There’s also a remote possiblilty that he changed his name to a Dr Mohamed Osman to evade the Ministry of Heath’s as he probably didn’t have a licence to practise here .You need to serve three years in a Govt. hospital .
If you look thru his CV he has never served in a Govt hospital for at least three yrs before you can opt out for private practise . Most of it is in the private sector where he is probably squeezed in his pay .

Dr Mohamed Osman Abdul Hamid is a Burmese doctor with Malaysian PR. He has been living and practicing in Malaysia for more than 20 years, many of those in the Government hospital(s). Some fools posted some ridiculous comments, obviously all too eager to maintain their belief that DSAI is some serial sodomist. Saiful informed doctor that somebody forced a plastic object in his anus – two things here: “forced” and “plastic object”. Doctor found NO traces of any forceful penetration of ANYTHING to Saiful’s anus, hence he lied about “force”. If it was a plastic object, as Saiful claimed (or maybe he lied? Liar Saiful?), then what is all the nonsense about DSAI, his DNA, etc. This medical report proves conclusively that DSAI is innocent and is a victim of some deliberate conspiracy.
usually docs in private practice doesn’t want to be embroiled in medicolegal cases, as it is very time consuming and tenuous. Most of the time, a practicing doctor would advise the patient to go to a general hospital since there are a police counter there.
As an A&E attending doctor, the is a system known as triage, which mean, any cases of emergency cases will be seen first, cold cases will not be seen and would be referred to the OPD.
the interesting point to look into the history and examination sheet is that there is no evidence to suggest a “forced” penetration, which inadvertently “poked” holes in Saiful’s allegation of “being sodomized against his consent”
furthermore, per rectal examination and I assume a proctoscopy is done since there is no evidence of ulcers or tears in the anal verge, which strongly suggest that Saiful is lying.
Even though Dr Mohd Osman is not a proctologist, but medically he is trained adequately and as such any examination done although brief can and will stand in court.

I would like to clarify a few errors over here regarding what was written by RPK in the benefit of the readers.
1. The picture shown in MT is a medical ‘record’ and not a ‘report’.
2. NO where had it MENTIONED in the record that “no evidence that he had been sodomised, either by Anwar Ibrahim or anyone else for that matter”, as what exactly was written by RPK.
3. TRO (to rule out) in the medical context means a certain condition (e.g. sodomy) “can not be rule out”, and it does not mean that “the doctor rules out” certain condition, as what was exactly written by RPK.
4. Saiful was asked to go to a government hospital to have a complete physical examination as Dr. Mohamed Osman is not an expert to conduct physical examination involving rape or sodomy case.
5. Before the specialist doctors in the government hospital conduct examination on an alleged rape victim, a police report needed be made ‘first’ (and not after the examination, as alleged by RPK).
I see what RPK wrote in that post were totally nonsense.

He had gone thru’ the “school of hard knocks” – and although most drs. are aghast at the ‘leakage’ of this report, some of us do see his point of view.

As an A&E attending doctor, the is a system known as triage, which mean, any cases of emergency cases will be seen first, cold cases will not be seen and would be referred to the OPD.
You are correct , perfectly correct on this point , I may not be a medical doctor but I am familiar with some of the procedures . Cold cases , not urgent cases will still be seen and prescription will still be given . However in Saiful’s case which is deemed not an emergency case don’t you think that he would have been referred to the endoscopic specialist for rectal examination and a proctoscopy be done since there is no evidence of ulcers or tears in the anal verge? And not be done by him since he is not the specialist and you need those special equipment which I believe is not available in the A&E section.
His examination sheet is that there is no evidence to suggest a “forced” penetration, which is based on Observation . A final medical report will only be generated after he has been seen and examined by the Endoscopic Surgeon or a Proctologist .
So how can you conclude from a observation , preliminary report that since there is no evidence of ulcers or tears in the anal verge, which strongly suggest that Saiful is lying. ?

Why create the argument either DSAI is innocent or not? I think for this case to be prolong so long after the medical report was done and even doctors being called as witnesses, should be something to think about. What the hell is going on in the country?
Firstly, PI Balasubramaniam made a statutory declaration implicating DPM’s wife and two others were present at the scene of the murder of Altantuya. Later, it was reported that he made a second statutory declaration retracting his first statutory declaration and disappeared with his family to a place unknown. What Bala did was certainly not reflective of an ex-police officer.
Secondly, PKR Advisor Annuar Ibrahim was alleged by a politically ambitious young upstard by name of Saiful claiming that he had been sodomised. When subject to a medical check-up by Dr Mohd Osman, his arse hole was found to be intact and not violated. In other words. he had not been sodomised. The examining doctor who was asked to doctor a medical report that Saiful had been sodomised refused to do so. But, it has been reported that he had similarly disappeared with his family like the case of Balasubramaniam. It is indeed Sinful for Saiful to do what he is doing to his fellow human kind.
What sort of society does the BN Government want the citizens to be? To be honest, truthful and be obedient to the laws of the land? If people who stand by the mentioned latter values and are being persecuted therefor, how would the people abroad look at us? What sort of moral model are you trying to display to our children and children’s children?
Before the dust is settled, there came the Proton-Merc saga. Exco members were not allowed to use the Merc. But some defied the PM’s ruling. In the first instance, why purchased the Merc when the EXCO members could not use them? Without further comment, the exorbitant maintenance and repair budget is just mind boggling!
Now, BN leaders have been reported to explore the possibility of merging with PAS. Don’t the BN leaders have any face and dignity at all. PAS, please for heaven sake, stop the dialogue with the BN leaders and do not ever think of crossing over to BN. If you guys who claim to be holier than the BN leaders, then show your true colours and not to act like wolves in sheep clothing to hoodwink the rakyat who put you guys in power. The Rakyat want a truly democratic government of the people who are dedicated to the advancement of the physical, spiritual and psychological commonweal of ALL the citizens of Malaysia regardless of race, creed and religion. If Dr Mohd Osman and Mr Balasubramaniam vanished because they and their families were threatened, then I am convinced that the BN Government is more sinister than she appears to be. I pray and continue to pray for their safety and that they have not be C4ed! Can someone confirm otherwise?
Why does this “disappearing doctor” refer Saiful to the specialist hospital for further examination? Simply because it was not within his area of expertise to probe further inside Saiful’s arse or DNA for sperm found. Grant no “tear or grant”. Just because the good dr is from Burma, doesn’t mean that he’s here illegally or is not qualified. Burma was once colonised by the British, and among the lagacy left behind by the Brits was its education system, judiciary and the railway system!
There was a big wave of migration from Burma about 20-30 years ago. In particular many Muslim Burmese drs chose to come to Malaysia, most serving in our govt hospitals and some in our tertiary education centres. Most have now got a Malaysian PR. And yes, they speak Malay and eat nasi lemak!
There are a few Burmese drs employed in PUSRAWI (Pusat Rawatan Islam) if anyone bothers to check again.

My understanding of TRO is that there were no agreement on the diagnosis. The patient claimed he was sodomized. But the doctor found no such evidences. Hence the disagreement. The TRO was to refer the patient to another doctor for a second opinion – clearly with a view to rule out sodomy. There is a small possibility of sodomy, but the current doctor is clearly very sceptical about the sodomy claim, henece the referral with the intention to rule out sodomy. In any case, based on the law, sodomy cases will require a second opinion.
So what does the Syariah Court do now based on anwar`s report:

You may want to know there are over 700 foreign doctors currently in practicing in Malaysia under government contract. They are mainly from India, Pakistan, Egypt, Burma, Bangladesh, Indonesia.
You won’t find their names on MMA’s register, because they are brought in directly under government contract. They are supposed to leave when their contract expires, but I suppose if they have been here a long time, they may get PR status.
I showed this to a doctor friend -the medical report looks genuine enough – Pusrawi certainly considers it a real report, except to them its a serious breach of secrecy.
I would caution readers, though, not to jump to too many conclusions. The doctor is probably a General Practicioner, not expert in examining possible sodomy victims.

Every day police are involved in picking up suspects and taking them for questioning without a formal arrest.

I am aware that there are a lot of foreign doctors currently in practicing in Malaysia under government contract. They are here because lately a couple of new hospitals were open and we don’t have enough doctors to fill these vacancies . We even require pharmacists in all these hospitals . We are so short of doctors that some patients have to be sent to other hospitals for treatment .
Like for example liver and colon cancer treatment , they are sent to Selayang Hospital . We have very few plastic and facial reconstruction specialists and surgeons here too and if I am mistaken less than 10 throughout Malaysia with the current top expertise based in Penang . Normally these pakars leave the govt. sector for the private sector that causes these vacancies and our Malaysian doctors overseas are not returning after graduation .
So these foreign doctors are hired on contract basis with the govt. to fill these vacancies for a few years and can only work with the govt. hospitals . They are not allowed to work for the private sector or as private GPs . All houseman and doctors who returned from overseas are required to work in the Govt. hospitals for the mandatory period of three years and for pharmacists also three years , used to be two years before they can opt out and go for greener pastures , either in private hospitals or own practise . Others who accept to go on Masters courses to become specialists are required to stay longer .
Yeah you are right on this that you won’t find their names on MMA’s register, because they are brought in directly under government contract. They are supposed to leave when their contract expires, but I am not quite sure about them applying for PR , maybe those from India , Bangladesh , Pakistan and Indonesia ,
The medical record is genuine , but its a preliminary record and he is a GP , he would have been referred to the endoscopic specialist for rectal examination and a proctoscopy be done since there is no evidence of ulcers or tears in the anal verge? And not be done by him since he is not the specialist and you need those special equipment which I believe is not available in the A&E section.
Its just like when you go to the A&E section of any hospital the doctors will write an observation report detailing temp, blood pressure , heart bit rate , symptoms of complaints etc etc . They will then do the necessary to ease the complaints , then they will determine whether you need to be warded or not before they require a specialist to attend to you .

At 2.00pm on 28 June 2008, Mohd Saiful Bukhari Bin Azlan went to see Dr Mohamed Osman to complain about a pain he is suffering in his anus.
Saiful told the doctor that he had been assaulted by ‘a very important person’ — meaning, of course, sodomised by Anwar Ibrahim.
Dr Mohamed Osman examined Saiful but found no evidence that he had been sodomised, either by Anwar Ibrahim or anyone else for that matter.
The doctor’s report (which can be viewed below) says that there is zero (0) skin tearing, zero (0) active bleeding, zero (0) traces of pus, etc., which basically means he can’t be suffering from a pain in the anus as what he alleges.
The doctor’s diagnosis is that he rules out or TRO (to rule out) assault (sodomised). In short: Mohd Saiful Bukhari Bin Azlan is not suffering any pain in the anus and neither was he assaulted or sodomised in the anus.
Saiful then said he would like to make a police report so Dr Mohamed Osman suggested he go for a second medical examination at a government hospital.
Saiful did so and the doctor at the government hospital also came out with the same diagnosis. Nevertheless, Saiful still made his police report at the pondok police in the hospital.

Press Release: Saiful’s medical report
Very troubling reports have been published, which reveal the existence of a medical report of an examination done by a doctor on Mohd Saiful Bukhari bin Azlan a few hours before Saiful lodged a police report that he had been sodomised. The medical report apparently shows that there is no evidence that he had been sodomised by anyone.
Such reports raise some very serious questions that require immediate answers:
(1) Are the police in possession of such a medical report?
(2) Was the doctor concerned interviewed by the police and was he detained for any length of time?
(3) Is the doctor concerned facing any form of intimidation and if so, by whom?
(4) Is there a medical report by another doctor that either confirms or contradicts the first medical report?
(5) If it is true that the medical report exists showing a lack of prima facie evidence, what then could have been the justification for the vigorous actions taken against Datuk Seri Anwar Ibrahim as well as the public call by the authorities for his DNA sample?
The answers to these questions are of paramount importance, as they bring into focus the integrity of our law enforcement system.
These latest disclosures regarding the investigations into the sodomy allegations are not the only ones to raise questions that need answering. There is, for example, also the issue of P. Balasubramaniam’s abrupt “disappearance” that has yet to be satisfactorily explained. No one can deny that the circumstances of his first and second statutory declarations are highly unusual. All these show a pattern of events that cause much disquiet to right-thinking members of the public.
The Malaysian people are deeply troubled. A country that truly believes in the rule of law should not be faced with so many disturbing developments and unanswered questions.
The credibility of the Malaysian justice system as a whole is therefore at stake. The integrity of professionals, be they doctors or lawyers, must never be interfered with. The public must be left in no doubt that the criminal justice system in this country will not be misused or abused. There must be nothing less than an open and thorough investigation into these cases. This calls for the courage and professionalism of all those involved to do the right thing no matter the consequences. And those who have shown such courage and integrity must know that they live in a country where it is safe to do so.

The denials by the UMNO Cyber-Troopers here are sounding more and more like stupid spin.
My doctor friend (who is a specialist but in a totally different field) pointed out -the doctor at Pusrawi correctly advised Saiful to get an examination at a government hospital. However, an experienced doctor would certainly be able to spot the signs of rape or sodomy.
Unlike the female vagina, which is quite able to handle sexual intercourse, even childbirth, nature never designed the human anus to handle an object like a penis vigorously going in and out. There would be tears, lacerations, perhaps bleeding.
The doctor at Pusrawi did NOT Rule Out that Sodomy had occurred – he had no right to do that. But he did report that the common symptoms of sodomy were not observed – which he was perfectly qualified to do.
Prosecution cases have crashed in flames before with this kind of medical report. Remember – a person can only be found guilty if the court is satisfied BEYOND REASONABLE DOUBT.
Oh, I forgot this is Bolehaland. They can always fix the judge too.

Though I generally shared the same sentiment, I find it a bit harsh the way you put it. Some ‘not-a-fool’ Malaysians may not like the straight-forward way you put it.
If there are level 1 to 5 to rate from(with level 5 being the highest level), I should say the urban area Malaysians like those staying in KL and Penang area possess about level 3 in understanding their rights and in understanding how some in “the authorities” have manipulated issues in Malaysia. The rest of the urban area let say level 2, the kampong area will only have a level 1 in understanding their rights and in understanding how some in “the authorities” have manipulated issues in Malaysia. This could be clearly seen from Mar 8 2008 GE’s results.

I am actually a scientist, believe it or not.
The whole issue about Saiful accusation is about a political conspiracy. This is the core issue, it is a matter of whether you believe that Saiful is so-called a victim.
Now that some doctors are trying to put themselves above all by saying that they know technical terms better.
It is difficult to say something absolute when you do a diagnosis. But having said that, based on medical report itself I dare to say 60-70% the sodomy case claimed by Saiful is fake.
But being an expert or a medical professional doesn’t mean you lose your common sense. Saiful is in his early twenties and DSAI is sixties over with back problems. I dare to say just based on this alone the sodomy case claimed by Saiful is 99.99% fake.
If you claim to me you are a doctor and yet such a fool to believe the story of Saiful, you must be either a fake doctor or an idiot doctor or a conscience-less doctor.
Dun always assume doctors are always good, kind, knowledgeable and right. TDM is such a good example.

MalaysiaToday’s editor, Raja Petra Kamarudin, confirmed to us by telephone that he has seen the original report. Dr. Mohamed hasn’t been seen since the post on MalaysiaToday. A spokesman for the Prime Minister’s office declined comment to us. The Deputy Inspector-General of Police told the New Straits Times that investigations were continuing.
This great wall of silence raises many questions. If it’s true that Anwar’s aide didn’t present any physical signs of injury at the hospital, then on what basis was the police report filed? If the aide went to a government hospital to get a second opinion — as required under the law in sodomy cases, and as the first doctor suggested — what did that second doctor see? And why is the accuser, Saiful, still formally under police protection?
This has hallmarks of a case being built after, not before, the purported “crime”. In 1998 — the last time Anwar was accused of sodomy — the prosecution’s case centred around an alleged semen-stained mattress and DNA taken under false pretenses from Anwar. The police’s handling of the evidence was so flawed that in 2004, Malaysia’s highest court overturned the conviction. Now, the police have requested that Anwar provide DNA samples again. To what end?
Yesterday, news of the doctor’s report circulated quickly on blogs. Anwar’s Parti Keadilan Rakyat released a statement calling for “a complete disclosure of the ‘facts’ of this case to the public.” The Bar Council, in a statement, said the “credibility of the Malaysian justice system as a whole” is at stake.
And therein lies the crux of the matter. The case against Anwar in 1998 was politically motivated and was overturned. Ten years later, the legal system is again being put to the test. The longer the police wait to make their case public, the more questions will be raised about their conclusions.
As I pointed out, doctors who dwell too much into technicality for professionalism ought to look beyond that. They ought to achieve a higher level of professionalism by extending the scope to “Doctors and societies”.

And therein lies the crux of the matter. The case against Anwar in 1998 was politically motivated and was overturned. Ten years later, the legal system is again being put to the test. The longer the police wait to make their case public, the more questions will be raised about their conclusions.

If they had any coroborative medical report or solid evidence they would have charged DSAI by now. Let me tell you as of the latest, at least 7 MCA branches have demanded police to quickly show all the evidences about this sodomy accusation. They do this out of their CONSCIENCE. They had consulted at least 3 doctors for their personal opinion with regards to this medical report. For your info, the 3 doctors are also in the opinion that Saiful does not seem to be “forced” sodomised based on the report.
